Video quality on web

Hello! My boss wants me to post some videos on her website, which is run by BluSupport I think it's called. The requirements for uploading videos are that they be no more than 10 MB, 400x300 and in Flash 7 Format. It was a bit of a chore to condense all the videos and after they are online, the quality is really crappy. Very pixelated, especially the transitions between scenes. I've been using Adobe Encoder to export them into Flash.

Can anyone tell me the best way to condense these videos so that the quality is better and it's not so trial and error? Let me know if you need more details.
