Video on the web is the same in Europe, as the US and the rest of the world.

The one thing to keep in mind is that if the video is hosted only in the US the viewing experience for people on the other side of the pond may not be great. Buffering and bandwidth across the ocean can become a real problem. Using a CDN (Content Distribution Network)can help make sure delivery goes well.
