Ok I think I follow...
So...you don't need to encode to a PAL or NTSC standard as they don't apply to web delivery. I personally wouldn't say there is such as thing as a web video standard (similar to PAL and NTSC). Video for web delivery or rather the preferred format (playback architecture and codec) is usually decided by the individual or corporation/company and based off how they feel the video will best be viewed by their target audience. For example, the BBC has very specific guidelines or SOP for video playback/encoding settings but other companies like you-tube will differ.
There is no web standard for video playback that everyone conforms to. You will have to find out what they want as a web playback format.
Hope that didn't come across as patronizing...
So yes it would be a good idea to try and contact the webmasters.
Without specific information from the people who will be hosting the video you might be left with the following suggestion:
Go with your original encoding options as these are widely used but the resolutions and bitrate might be too high. To cover this encode lower quality versions in the same formats (half resolution and bitrate, pending quality).
Burn all the media files to DVD-ROM and include a read me file explaining what the files are and I dare say, contact information if they require anything different. If they do then you can cost separately.
