But, to answer your question :-) (about lowering data rate and frame size), yes lower it. Even now for clients with faster computers I often set video at 650kbps and audio at 48. I would lower your total data rate to 500kbps first (video at 450, audio at 48), see the quality result, then if necessary, make the frame size smaller. Then if necessary, lower the data rate again (to 400, then 300). And you didn't mention the all-important frame rate. I would make that 15fps, which lowers the load considerably, while still maintaining good quality.
