Very subjective because these types of compression are "lossy." You go as low as you can go until you can start to see a significant negative impact. But it seems like you're doing the right kind of tests in seeing where you can lower bit rate which will lower file size.
One thing to keep in mind is that H.264 will only play in Quicktime 7 and many people have not upgraded especially on the Windows side. They may also be limited by older OS and computer power.
WMV9 can be played from WMP7.1 (with WMP9 codec update) through WMP10 on Windows so it'll have wider reach.
Sorenson Video 3 Pro should give you good wide reach too with a good looking file.
H.264 is really good looking as you point out. Let's hope the reach grows.
