VBR CBR & MBR ?????

Well I'm slightly confused, I am using Sorenson squeeze 4 to compress a 5 minute production.

I'm aiming for broadband users at 320 X 240 using windows media codec 7 as it seems to be the best for the biggest audience at around 208 kbps

I am not at all sure if I should VBR or CBR and am not 100% sure what these settings produce and how they work/what they do..
Which one would you recommend that I use?

I have also been playing around with the 'Intelligent streaming MBR presetting'.
I set the compression at 208kps, 235kps, 300kbs, 350kbps, 400kps, & 500kps.
BUT
the out put file only seems to be one 56mb copy running at around 500kbps....I am confused to how this 'Intelligent streaming MBR' function works....or if I did something wrong...
Would very much appreciate it if someone could help me out.
