You will need to create a movie in the Windows Media format - WMV - not an m2v which will not stream on the web. Your movie will probably need to about 240x280 size, 10-15fps with datarate of aboout 400Kbps.

As for embedding that movie in a webpage, well I don't do Windows, but here's a tutorial on GoLive and embedded media: http://www.imd.macewan.ca/imd/content.php?contentid=42 - you could also just put a link to the movie and it will open in Windows Media Player.

But the key thing is to encode the movie for web streaming and, again, m2v will not work for that.
