Cue sheets, do I need to send one to the publisher?

This is what it says in the contract,

"It shall be a material term of this agreement that Producer must provide Publisher a cue sheet of the Production with payment of the license fee, if applicable"

I'm not going to televise my film, nor show it in theaters. It is a straight to dvd release, so does this mean that I don't have to send the publisher anything?
