We had a "Jiri" that used to come to the site and create crap storms on the Grass Valley forums and others and he just wouldn't lighten up. He beat the same old tired drum over and over to the point that one day I threw him in the filter that allows us to moderate things before they go up. That's why it was happening.

People are entitled to have their say. They are even entitled to say it more than once. But when an account clearly is being used for one purpose and it is done over and over and over, that gets old and just becomes noise at a certain point. So, for the sake of the signal-to-noise ratio, accounts like that are "slowed down" so that the site maintains a high level of signal.
