Sadly not that easy, one thing is your requirement for a video frame size of 1024x768 which is going to need a pretty beefy machine to play back at a decent frame rate. That aside, if your priority is for Windows...

The bug is with Quicktime, not H.264. It's specific to the Quicktime implementation of Quicktime, not the H.264 standard. Quicktime is not just a player. Nobody ever said the bug makes the video look horrible, it's a subtle shift, not catastrophic....
