You're looking at Effect>Generate>Vegas. You'll need to draw a mask with at least three vertices to get it to work. Also set VEgas towork with a mask instead of the default, Image Contour. You'll have to swap the values for starting...

Set the Title's Z-position to -1. IOW don't set the two layers at the same z-position. Depending on camera movements, you will get unwanted artefacts such as layers suddenly disappearing which is in effect a case of the layers switching...
