Rick, IMO you're going about this the wrong way.
Drop all your clips onto a Vegas timeline, place a marker at the beginning of each one and render it out as a single MPEG-2 and AC-3 stream.

All videos I do that are under 70 min. long get encoded at a CBR of 8,000,000.
Anything longer and I use http://www.johncline.com/bitcalc110.zip to determine optimum VBR settings.

For a single image, try this.
Create a new track directly above the one with your images.
Enable Auto Ripple.
Move the desired image up to the new track by clicking it and pressing the 8 key on the numeric keypad.
Stretch it out...

My guess is that some of your footage is from external media such as a DVD, jump drive, etc.
If that's the case, once this source media is removed, Vegas has no idea where it is and will give you error...

Double-click the clip to highlight it, right-click and select "Open in Trimmer", right-click the clip in the Trimmer and drag it to the timeline on top of the affected clip, select "Audio Only - Add Audio Across Tracks"....

This option was originally designed for miniDVDs but works with full-size DVDs as well.
The only "gotcha" is that they can't be commercial (i.e. copy protected) DVDs of this won't work....

Vegas is forward compatible (but not backwards!!) so yes, you can do this.
Be sure to save it immediatley under a new name (eg. myvideo-V8.veg) so that the original file can still be opened in Vegas 6 if the need arises....
