With regard to a documentary television program, could the average viewer notice the difference between a 44k music score versus 22k?

It depends on the use of the music. If you are using the music as low volume background 22k will do fine. The difference in quality is the crispness of the highs and lows. So if the volume is high and the clarity is important, the 44k would be more appropriate.
