When I'm exporting DV via the CCE plugin, do I want to choose drop frame? I haven't really seen a difference b/w two encodes I tried (one with and one without).
Also, what about progressive frames? Would that be beneficial for projects such as montages or dvd menus, which are mostly still frames?

Drop frame is fine- will not affect quality. Progressive is only useful on progressive material- shot with a progressive camera or CGI.
