When you paint with the Spray Paint emitter from that library and turn on Don't Erase (which is a little checkbox in the Project Settings), the paint will start dripping. It's an effect that depends on Don't Erase being turned on, it doesn't look at all the same without it.
If you want to add more drips, select the "Copy of Copy of sparkle" emitter type, and increase it's number.
