I'm just getting to grips with particles, and I've set up an emitter to emit glowing numbers, which fly past the camera. It's working up to a point, but what I want to do now is increase the birth rate over time. If I add a parameter track in the timeline, I can change the speed of the particles over time, but the birth rate is greyed out. I can elaborate further if this explanation is weak.

If it's greyed out, that likely means you cannot animate it.

Workaround: use more than one emitter, offset in time... when you want more particles, have the 2nd emitter turn on.
