I am building a title sequence for a DVCPro50 project. Also, the camera being used is a Panasonic SDX-900, at 16x9 24p.
I just want to double check what sequence setting I should use.

23.98, widescreen settings and export to lossless. You can then transcode to DVCPRO50 in FCP for max quality.

HDTV (1280x720) @23.98 would be the way to go? How about Pixel Aspect Ratio? Should I leave it the default ("Square")?

ps: Is there a way to change Frame Rate after the project is built? In the project setting window, I could change Frame Size and other things, but not Frame Rate. Thanks.

HDTV- no. SDX900 is a standard definition camera. Use the SD preset and then set pixel aspect ratio to widescreen.
