i'm not sure where you got that info, but i would have to 100% disagree. splash pages are generally usability no-no's, as they don't offer any vital info and if they do, they take forever to download and then still end up often not being worth it. basically, your users learn nothing and have to click through an empty page...
if you have a target audience that has dial up, then you need to design your site with them in mind and either offer a low-bandwidth version or just keep the site itself quick to load...splash pages are just not the way to go (that's my $.02 anyway)...
but enough rambling...
if you wanted to have one that conveyed info quickly, then i guess i'd say put up a mission statement and contact info so that a user could see that and know what you do before entering - and maybe along with a logo, some sort of nice graphic. keep the entire page around 10-15kb and you'll be set. a lot of people do very long-to-load flash intros that really end up not being worth the wait, so try to avoid those...
