Can you make a 3D cylinder with different size top and bottom?

I want to make in essence an extruded cylinder but the top circle be twice as big as the bottom...a megaphone if you will...

is this possible currently...

I found a clever workaournd a few months ago for a church steeple by having no extrusion but a huge bevel amount...this worked for my church steeple, but now I am trying to make a nose to an animal...like a golden retreivers nose...want to use a larger circle closer to the dogs eyes...and a smaller circle out at the end of the nose.../???

any suggestions??

can a distort filter accomplish this for me within the container?
