Does anyone know if there is a way of striping (raid0) sata drives that would give pairs of outer tracks to inner and inner to outer tracks, to get around the slowing down as the drive gets full?

You can create partitions on your discs using SoftRAID and identify the slowest parts of your drives - and discard these from your RAID. You will get more speed doing this, but obviously lose some storage space.
