My first choice is always send it out. make an audio cassette of the tape, or even burn a CD that the transcriber can pause at will.

Second choice when the budget is tight: pop down to staples and pick up a transcription machine. Has a foot pedal. When you take your foot off the play pedal, tape stops and backs up a couple of seconds.

Either way, don't compromise your camera originals by constant rewinding etc.
