I used to have this problem with Safari prior to the last build. They fixed it and the newest v73 build continues to keep my window size setting including the Cow windows. I even tested this for you by assigning the page on startup to go to the Cow and it still worked fine. Maybe you have an old preference file corrupting the newer version???
