I did a test on my PAL system and the rendered file (using TARGA 8bit) did not have any kind of softness in it. I did the way you tried using FCP reference movie and the only thing I changed in the output setting is setting it to PAL. I did a half crop between the original clip and the Commotion rendered and it looked alright.
