There isn't a keyboard shortcut to turn Grid Snap on and off. However, there are three settings: Off, Fine, and Standard. Selecting one of these in any viewport should enable that option for that viewport, and it should stay put until you change it.

For temporarily enabling snapping, try the Snap Drag tool. The keyboard shortcut for it is [SHIFT]+G.
