i can't say if your personal situation is in need of that utility...the first step for you to understand this is to understand how privileges work in os x...there are numerous reasons that you could be having this issue. you also mentioned -35 as an error code - you can find out what the error codes are on the same part of the apple site:

so it can't find the volume...as to your other question, a volume is a hard drive (i'm not sure if they refer to a partition as a volume, technically - i think they do)...
all of this stuff is free on their site - just click on the "support" tab on the apple site and search away. there are a ton of answers and great info on there...
i don't mean to sound short with you - it's just that we have had the ol' trash permissions issue come up here more times than i can count... :-/
