Second, here is a toughie. Can you help me out taking existing footage and trying to get the open shutter effect from "Saving Private Ryan" It seems like Twixtor might be able to help out in this area. I have already sharpened the footage and blown out some of the whites (to help simulate that effect) no I just need to get that staccato effect. I have searched all over the net, and have yet to find any solid ways to do this within After Effects

Twixtor might or not give you the look you want by cranking up the motion blur on a speed up
An alternative is to simply apply ReelSmart Motion Blur with Amount of 1 and then drop that comp into comp2 and in comp2 apply SmoothKit Frame Accumulate (like 3 frames before and 3 after)
