William,
I know some of the folk who do the GAP spots, and they are very flame/inferno based effects wise. Chances are it's a plug on that side of the fence.
However, the effect is 'classic' shine material. The GAP logo shines forth and then almost whites out on brightness. To repeat this, animate the boost light and ray length parameters upward throgh the length of the piece. The GAP spot shows the shine effect grow slowly then suddenly 'shine' out. Keyframe your two parameters upward by about 20% over the course of 3/4 of the composition time. Then the final keyframe should use boost light to dramtically increase the effect. This results in the slow growth, fast curve. For added fluidity here go to the keyframe assistant and apply easy ease to the keyframes. Pretty close to that GAP add I'd say...
