Rob,
Until I can write a tut for it, here's a rundown of what I did.
Create your text layer, and apply Cult effects Roughen Edges to it, animate things like the border, edge sharpness, scale and evolution parameters.
Then create a solid and apply Cult Effects Paint to animate some strokes to reveal the text in the layer underneat it.
Precompose these layers and then apply Basic 3D to give it the perspective tilt. Then precompose again, and apply shine to the resulting precomp. Set the rays origin way off screen to give the illusion that the rays are shooting straight up out of the letters in accordance with their orientation.
Create another comp (make it substantially larger than your final comp) and apply CE Circle to a solid, animating it over time, with a feathered inside edge. Use this as a Matte for a turbulance layer (Turbulator, Noise Turbulant, or whatever you have).
Precompose these layers and apply the Basic 3D filter to orient it the same way you did the text.
Create a new comp and drag the circle comp you just finished into it. Then drag the text comp you finished earlier into it. Then apply shine to the circle.noise comp and position the ray center, and colors, boost, etc. to taste.
Hope I didn't leave anything out, I don't have the complete project anymore (I might still have, but can't find it), and have to recreate it before I can write a tutorial, so I'm just going from what I think I did as best I remember it.
