With all respect, you may be confusing yourself. Why on earth would an ANIMATION program produce 29.97 frames? You create ENTIRE frames. The rate at which you do dole them out is another thing entirely. Both AW and Adobe are making this an unnecesary burden on everyone. There are no RATES in animation, just keyframes. The "preferences" in AW and AE make NO sense, since a frame is a frame is a frame. The only usefulness those settings really have is for people who do not know the effect of timing decisions, and those persons may be very talented, but lack the basic knowledge of what is animation. It is far more useful to learn that than to try to reconcile arbitrary decisions of software makers. Do not forget that Maya is a "pro" product and "AE" is an AMATEUR tool trying to grow up. Discrepancies are bound to crop up.
