Hey there Edward! I feel ur pain. I'm doing this stuff all the time - I've made quite a study of it and posted a few post/tutorials here at the cow on the subject (which are missing in cyberspace at the moment???)

My first question is: how large is the original?

First of all - smart-blur may do you a bit better - sometimes scanning it at an angle helps (super high res) -

All depends on how 'big'and well defined that dot pattern really is and what you want your final output to be (print or web?)and how big.

And also you could check out Grain Surgery - which does do that identify/isolate and remove feature you're looking for.
