Forget about trying to do this in iDVD. Welcome to the world of professional level authoring. You need to figure on making NTSC and PAL versions of your project, and then attack the language problem from there. Your DVDs will require menus to turn audio or subtitle streams on/off.

If you use subtitles, you can have up to 32 versions on the disc. If you use overdubbed narration, you can have up to 8 audio tracks. Each way has its own set of issues.

Be sure to bit budget carefully if you will use more than a few audio or subtitle streams.
