encoding advice DVD Studio Pro

i'm pretty new to DVD and have two questions so far,

1) when encoding using fcp 3.0.2 or qt, what settings should one use?
(my program is 16 minutes) DVDSP is 1.5.1

2) if i export from fcp to maintain chapter markers, i choose export>fcp movie, but don't get mpeg2 as an option. i only see this option if i choose export>qt movie. but then i don't see the option to maintain chapter markers.
do i first export a ref movie keeping chapter markers, from fcp, and then import that into qt to export as mpeg2? or do i export directly to qt from fcp and will it remember these markers?
