Either way is fine- most DVDs have a setup option on the main menu. This leads to aspect ratio selection- which then leads to another menu for audio options. You should be able to get away without scripting. You could for example make one video track with two audio streams and two angles- one for each aspect ratio. Then you can use just use set angle and set audio stream properties from the two menus.
