Use MPEG Tools of TMPGenc, from file menu, to Simple De-multiplex, load the movie file in and you should now see an M2V and AC3 file appears in video/audio output slots. By default, it will place the file in the same location as the original, but you can choose to put to another HDD, which will make the demux work faster, for having independent HDD heads on read/write. Most authoring program will take Elementary streams, but a few takes AC3 as default audio, so depends on the capability of your authoring software. To make this an MPEG-2 program stream, you'll need to find software to convert AC3 to MP2 audio, then remux it again with M2V, something like "HeadAC3he". Watchout though some authoring software take Program Streams but then convert audio back to PCM Wave, thus taking lots of space on the final DVD.
