If you have a friend with a Canopus DV Storm or a Rex RT Pro or something like that, this effect can be done in real time and the parameters are adjustable. I'd just dump the footage you want treated on a DV tape, take it to whomever has the system, do the effect and bounce it back to tape...re-insert in FCP.
It really would be the easiest way. Or, for that matter you could find someone with a system and mail them a tape...it's not like you're risking the original footage.
The last time we had to do a newsreel thing this feature made it so easy...it was incredible.(of course it's not something you use everyday either...)
