Hi Kevin,
You've asked for the philosophy and practice of an essential element of motion picture photography.

I'm very sure we can't give you the "answer," but here are some things to consider:

Every Director & Cinematographer has their own style. In modern films you'll see the camera constantly moving, usually on a dolly or Steadicam. In the very early days the camera didn't move much; of course they weighed a ton and smooth geared & fluid heads and dollies did not exist.

Even today, however, it's important to know when to move and when to settle in with the camera locked down. Unfortunately, there are no "rules" on this subject, in fact most of the guidelines of the classical style have been smashed by bold new ways of story-telling.

I guess my best advice is to really study the films you admire. By studying, I mean you have to watch them over and over analyzing the camera work in detail. Emulate what you like while you develop a style that feels right for you.
