The open circuit voltage may not agree with the voltage level of the battery, it is current available at the battery that determines the charge, the voltage usually drops when loaded.
Like a wall wart, it may say its voltage is 6v at 300ma, but without load it be much more, but when running at the rated load its 6v, thats why it doesn't pay to connect a wall wart when its pluged in, always plug it to the device then the wall outlet, with a battery and charger its a bit different the inrush current generated by the higher voltage is short and will rarely damage a battery before it drops to its rated charging voltage.
If even new batteries are not being charged the charging computer maybe fubared, its not really worth the effort to fix something like that.
