You take a little quality hit everytime you resample, but if you use a quality program like Sound Forge, it won't be too bad. There is no compression happening in the resampling process.
Instead of bumping to 48K and then back to 44.1, why not just make a copy of the file and leave it at 44.1 for your CD, then resample the copy to 48K for your DVD. Then you won't have to resample twice.
