One way would be to create a white "color matte" (file> new> color matte) and do quick fades on both sides.

As for the media encoder, there is a link somewhere here detailing a media encoder upgrade from Adobe. Make sure that you have that.

Other things to try:

Rename your executable from "Adobe Premiere Pro" to "Premiere Pro"

If you have a Hyper Threading CPU - do a CRTL+ALT+DEL, find Adobe Premiere Pro and right click on it, Select "Set Affinity" and de-select "cpu 1".
