Being that this is an offer, you can simply say "No but I/we can do it xxxx".
Having done many shows for ESPN, I've never had a problem letting them know it'll take more than a proposed x amount. They've never had a problem saying ok.
As a matter of fact, they often double their own budget by sending the show to LA to be film treated and re-mixed, even though I could/should do that while editing it. Thats just the way they like to do it (at least for the ESPN classic shows).
