Here's what I suggest-

Check out the "color From layer" library that comes with pIllusion 3.

Use the water drips emitter.

Set the tint color (not the particle color, but the Tint Color) to a pale blue.

Set the tint strength to 10.

That will give you a pale bluish ring mixed with the actual color of the surface, which appears to be displaced like an image in a puddle of water.
