Actually, Motion does have rotoscoping tools - you can draw and animate rectangle, circle, bezier and b-spline masks on images or video. So yes, you can use it to do shape-based roto and masking - but it does not, however, have paint, so no cloning or scratch removal (other than the other more manual way that uses multiple masked duplicate layers).
