Chris Elkins1st paying gig...how much to charge?

I have been asked to bid for a contract to make a 30 second TV spot for a small local business. This would be my first paying gig. I will explain that to the client and offer them a huge discount accordingly. I expect this will be your typical low budget local cable advertising type of production. I got my BFA in film in 2001 and since then have won several awards in film fests and contests. I feel confident I can do better than most of the low budget ads I see on cable TV these days. What would be considered a fair rate, considering these circumstances?
