The only reason being that you've virtually got twice the framerate if it's interlaced: 60 fields per second vs 30 frames per second.

60i is only 60 fields per second, so still 30 frames per second, but 720p is 60 full frames per second. That's the reason it requires more bandwidth.

Yeah, 720p should be better for keying due to the way the color signal is more spread out vertically in 1080i. They're both 4:2:0, but progressive makes quite a resolution difference.
