DVDSP or any other authoring app won't be able to do this, as it isn't covered by the DVD spec. Everything on a DVD is supposed to play full screen; both 720x480/576 video and the (VideoCD hold over) 352x240/288 size.

If you want the smaller sized video to stay small, you could put it on a full sized "canvas" before transcoding to MPEG.
