Precomp the entire video(if on different layers), then add an inside border on the border tab...you can add feather accordingly. To get other stuff into the border, shrink slightly the video, then have your bordr layer behind the original...try using the "noise map" and playing with the parameters to acheive smoke....you could also use the fire filter and render smoke only....
