As you are on PAL you probably won't have any problem watching an NTSC DVD.
See the DVD Demystified FAQ: Is DVD-Video a worldwide standard?

If you have to convert to PAL you could do that with AE like Timothy suggested, but you would probably get a better result using ProCoder.
