Upper/Lower Field First -- both look bad??

Hi,
Migrating from Reel DVD. I tried transcoding a 3 minute scene out of PremPro with Procoder Xpress Lower field first (DV footage). When I import it into Encore, it looks like -- the best way to describe it is -- footage with the wrong field order?? So I tried it again, this time transcoding with Upper field first and it looks exactly the same. I know in Reel, the previews were not always accurate ie - sound would look out of sync in the preview window but not when you actually burned a disc. Is this the case with Encore? The video just looks like this, but will output okay?
