Encore skips over stills

I finished a 2 hour project in Adobe Premiere, rendered it as a avi and as a DVD mpeg2.
It has a number of video clips separated by a still image (5 sec each) intro of names (titles) created in Photoshop CS.
When I take the video into Encore and place chapters marks at the beginning of the titles it skip over them,
it also skips over them if I just play the video in encore with no chapter markes.
