Scrolling text controlled by the viewer isn't possible on a DVD-Video disc. Many of the things that are taken for granted in computer based multimedia or web programming are simple not available in DVD-Video. (One of the reasons why you can buy a set top DVD player for less than $50.)

You could do something that looks a little like user controlled scrolling text with a number of still menus (each with one screen full of text) and short transition videos with the text scrolling between those menus.
